They are called a fairing ( canoe airline talk) . They cover up the flap drive mechanism for aerodynamics purpose

Flap track/flap actuator fairings. As another said, they are often referred to as “canoes” by those in the business.

They are to cover the flap tracks and/or flap actuators (depending on if it is a Boeing or Airbus aircraft. They are not always painted orange. Usually they are painted to match the wings. In this case they were painted to match the paint scheme.
